Be it enacted by the Senate and House of Representatives of the Philippines in Congress assembled:
Section 1. There shall be established a national comprehensive high school in the Municipality of Roxas, Province of Palawan, to be known as
Roxas National Comprehensive High School. Comprehensive curriculum, which shall include both academic and vocational courses, shall be offered. The Secretary of Education is hereby empowered to promulgate rules and regulations in connection with the administration of the said school.
Section 2. The sum of one hundred thousand pesos is hereby authorized to be appropriated out of any funds in the National Treasury not otherwise appropriated for the operation and maintenance of said school for the fiscal year nineteen hundred sixty-five. Thereafter, the necessary sum for its operation and maintenance shall be included in the annual General Appropriations Act.
Section 3. This Act shall take effect upon its approval.

HISTORICAL BACKGROUND In 1963, the establishment of a secondary school at Roxas, Palawan, became a growing concern of the municipality
Mayor Fernando G. Rodriguez, a retired public school teacher, with his council took the step to look for a site. It was found and acquired through donation proceedings. The site was donated by several civic spirited citizens namely: Mr. Felipe Cebuano, Mr. Melecio Rodriguez, Mr. Serapion Rodriguez, Mr. Sixto Palay and Mr. Salvador Dequito.
The Roxas Municipal High School was formally opened on September 14, 1964 by the late Mrs. Francisca R. Macolor. After organizing the classes, the late Mr. Jorge V. Macalor assumed the post of the first principal. Thru RA. 3898, Roxas Municipal High School became the Roxas National Comprehensive High School on June 1, 1965. The National government started to support the school as per RA 4642 on July 1. 1965. It started to operate with six (6) pioneer teachers, one (1) principal. At present, there are one already hundred and forty six (146) faculty and staff members – composed of 128 teachers and 18 non-teaching administrative support staff. Some of these personnel/teachers were also graduates/alumni of this school.
On March, 1967 Mr. Jorge Macolor, passed away, Mr. Victoriano M. Lucero became the Teacher In-Charge until December, 1967. Therefore, Mrs. Francisca R. Macolor resumed the principalship in 1968 up to her retirement on March 16, 1992, Mr. Benjamin H. Rodriguez took over the post as OIC Principal from 1992-1993 and as Principal III from 1993 to his retirement on March 2009.
2008, Mr. Benjamin H. Rodriguez, was detailed as OIC Principal of the Palawan National High School at Puerto Princesa City. for almost 2 years (2006-2008) Miss Lita A. Pactao, Head Teacher III, Served as the OIC Principal of RNCHS when Mr. Benjamin H. Rodriguez retired on March 03, 2009, Mrs. Normelita P. Nacilla, Head Teacher IV, served as the OIC Principal from March 4, 2009 to June 30, 2009. The Principal of Francisco Lagan Sr. National High School formerly Caramay National High School for six (6) years (2003-2009) Mrs. Norma H. Garcellano , Principal II, assumed her post as Principal IV of the Roxas National Comprehensive High School from 2009-2014. At present, Joel N. Gulane, Ph.D. was the School Principal of this high school, holding the position of Principal III from 2014 and as Principal IV from March, 2018 to date.
During the first school year of operation the school had an enrollment of 147 students. Since then, the enrolment gradually increased despite the opening of the other eleven (11) new secondary schools in Roxas, Palawan including one (1) private school. At present school year 2018-2019 the total enrollment was more than 4,000. Aside from the regular curriculum , the school is already offering the Special Science Class Curriculum, the school in all the 4 year levels, wherein the first batch graduated last School Year 2013-2014, and also offering Senior High School courses since 2016. At the start of the operation there were only two (2 )school building with four (4) classrooms made of local materials, but today, there are already buildings with 46 classrooms. The school was constructed them Bayanihan with an amount of Nine thousand (9,000.00)/ realizes through a popularity contest sponsored by the municipal government.
To address the needs of the students, the school is catering auxiliary services – the guidance and counseling services, clinic, lunch counter and the library. The school now has a computer laboratory, and the latest added facility is the speech laboratory with 21 computer units from the Provincial Government of Palawan thru the leadership of Gov. Abraham Kahlil Mitra and the members of the Provincial board – for the use of teachers and students. The school is also publishing two (2) papers: The Prawn and Ang Silica, which serves as a training ground of students in journalism. To develop the leadership of our students, there are existing clubs/organizations namely: Supreme Students Government (SSG), Youth for Environment Organization (YES-O), Math Club, English Club, STEP, YECS and Filipino Club.
RNCHS was also the Division Leader school for the past years, thereby, giving the teachers/school personnel the classes to contribute in the delivery of relevant and quality education in the Division of Palawan and DepEd Region IV (MIMAROPA). Many of the teachers/head teachers were serving as trainers in the Division and Regional levels, thus, making RNCHS- an asset of DepEd Palawan. The additional facilities of the school were continuously improved thus networking and linkages with the Local Government Units (LGU), Community stakeholders, the parents business community and the alumni most of the repair and rehabilitation of the facilities of the school was sponsored by the alumni, PTA/Parents, the NGO’s mostly undertaken during the Schools Maintenance Week (Brigada Eskwela) every 3rd week of May.
Many of the graduates of RNCHS are working abroad, some of them became elected officials of the LGU, while other are serving in the different government offices with high positions, They were all contributory in the development and progress of Roxas and the Province of Palawan.
